Tunjangan Beras Naik Hanya Untuk PNS Pusat

Kepala Dinas Pengelolaan Keuangan dan Aset Daerah (DPKAD) Kabupaten Majalengka, Drs Edy Noor Sudjatmiko MSi akhirnya angkat bicara terkait tunjangan beras (tunras) bagi Pegawai Negeri Sipil (PNS) yang akhir-akhir ini dibicarakan. Edy Noor menjelaskan tunjangan beras dalam bentuk natura merupakan peraturan dari Dirjen Perbendaharaan Nomor Per-57/PB/2009.

�Dalam rangka pengelolaan keuangan Negara dan pelayanan kepada PNS pusat, anggota Polri, TNI dan penerima pensiun tunjangan dan untuk memenuhi hak pihak ketiga terkait dengan pembayaran kekurangan atau selisih harga beras itu perlu dibuat petunjuk pelaksanaannya,� ungkap Edy Noor, kepada Radar Majalengka, Selasa (11/6).

Disampaikan Edy, peraturan tersebut ditujukan untuk PNS pusat, anggota Polri, TNI dan penerima pensiun tunjangan. Sehingga peraturan ini tidak mengikat bagi PNS di daerah. Sejatinya, dari mulai peraturan Dirjen Perbendaharaan Nomor Per-67/PB/2010 yang kemudian beberapa kali diubah melalui Nomor Per-21/PB/2012 serta Dirjen Perbendaharaan Nomor Per-67/PB/2010 yang juga merupakan kelanjutan dari peraturan dalam bentuk natura dan uang.

Alhasil, kata Edy Noor, pihaknya mengacu kepada pasal 4 yang menjelaskan mekanisme pembayarannya. Yakni kekurangan tunjangan beras dalam bentuk uang dalam pasal 2 ayat (2) dapat diajukan dengan menerbitkan surat perintah membayar (SPM) kepada (KPPN) atas beban DIPA (Daftar Isian Pelaksanaan Anggaran) satuan kerja bersangkutan.

�Ketentuan tersebut sangat jelas menunjukkan bahwa kenaikan tunjangan beras ditujukan bagi PNS pusat. Hal itu sehubungan mekanisme pencairan melalui DIPA hanya diperuntukan bagi anggaran yang ada dalam APBN bukan APBD kabupaten/kota,� paparnya.

Ditambahkannya, melalui ketentuan tersebut pihaknya telah melakukan konsultasi dengan departemen keuangan (Dirjen Perbendaharaan) pada tanggal 15 April 2010 lalu. Hasilnya, secara normatif peraturan Dirjen Perbendaharaan Nomor 57/PB/2009 itu hanya berlaku dan diperuntukan bagi PNS pusat. Hal itu juga dapat dilihat dari konsideran peraturan dimaksud sebagai gambaran landasan filosofis sehingga dibentuknya peraturan.

Oleh karena itu, lanjut Edy, bagi kabupaten/kota sepanjang dananya tersedia dan mampu secara keuangan daerah maka kenaikan tunjangan beras dapat dianggarkan dan direalisasikan dengan besarannya mengacu kepada peraturan Dirjen Perbendaharaan itu.

Namun demikian, bagi kabupaten/kota yang dananya tidak tersedia maka dianjurkan untuk mengajukan kebutuhan untuk pembayaran tunjangan beras itu kepada Dirjen Pertimbangan Keuangan Departemen Keuangan Republik Indonesia. 

�Adapun peraturan Dirjen Perbendaharaan terkait kenaikan tunjangan beras, pemerintah daerah telah melakukan penyesuaian termasuk pembayaran rapelnya pada tahun anggaran 2011 lalu. Hal tersebut dilakukan karena permohonan tambahan dana alokasi umum untuk tahun anggaran 2011 melalui surat Nomor 900/925/DPKAD/2010 yang ditandatangani bupati telah diakomodir pemerintah pusat,� tambahnya lagi.

Di samping itu, untuk penyesuaian tunjangan beras berdasarkan peraturan Dirjen Perbendaharaan yang terakhir yakni nomor per-21/PB/2012 tentang perubahan atas peraturan Dirjen Perbendaharaan nomor Per-67/PB/2010 tentang tunjangan beras dalam bentuk natura tanggal 9 Juli 2012, pemerintah daerah akan melakukan rekonsiliasi dengan kementerian keuangan (Kemenkeu) pada tanggal 18 Juli mendatang. Dan bertempat di Palembang sebagaimana surat Kemenkeu Nomor s-121/PK/2013 tanggal 27 Pebruari 2013 lalu.
 
�Pada prinsipnya bupati selaku kepala daerah Kabupaten Majalengka tidak keberatan untuk dilakukan penyesuaian kenaikan tunjangan beras manakala sudah tersedia dananya,� pungkasnya. (ono)
